Working Group Meetings

The Budapest Process Working Groups gather expert officials from national administrations to examine, discuss and share information and best practices on matters dealing with concrete migration challenges. The Working Groups are established as a result of expressed interest from participating states and reflect the main issues discussed in the Process. Following the revision of the management of the Budapest Process in 2009, the following working group structure was adopted in 2010:

  • WG on South Eastern Europe
  • WG on the Black Sea Region
  • WG on the Silk Routes Region 

Upcoming working group meetings are:

  • South East Europe, Budapest, Hungary, 3 – 4 June 2014
  • Black Sea Region, Sofia, Bulgaria, 11-12 September 2014
  • Silk Routes Region, Location tbc, 5-6 November 2014

13th Budapest Process Working Group on the South East European Region

Date: 25 - 26 April 2012 

Location: Zagreb, Croatia

Description: The expert-level meeting focused on mixed migration flows through the South East European region. The meeting provided for discussions on irregular flows, as well as on protection needs, and it provided a platform for participating countries and organisations to share experience and information on this topic.

1st Intergovernmental Meeting of the Silk Routes Project

Date: 18 November 2011

Location: Ankara, Turkey

Description: The purpose of the first intergvernmental meeting of the project "Fosterering Cooperation in the Area of Migration with and in the Silk Routes" was to officially launch the project, adopt its work and present the preliminary findings of the first two months.

2nd Meeting of the Budapest Process Working Group on the Silk Routes Region

Date: 7 - 8 June 2011

Location: Nevsehir, Turkey

Description: The meeting focused on ways to foster co-operation on migration issues between the countries of the Budapest Process and the Silk Routes Countries. The Strategic Work Plan of the Working Group was endorsed with minor changes and additions proposed by states.

2nd Meeting of the Budapest Process Working Group on the Black Sea Region

Date: 9 - 10 February 2011

Location: Sofia, Bulgaria

Description: The purpose of the second working group meeting on the Black Sea Region was to discuss ways to improve co-operation between the border guard services of the Black Sea Region. The meeting provided for discussion on the fight against irregular migration, but acknowledging and considering the link to the broader fight against organized cross-border crime.

16th Senior Officials Meeting and 1st Working Group Meeting on the Silk Routes Region

Date: 3 - 4 November 2010

Location: Istanbul, Turkey  

Description: Immediately following the Senior Officials meeting, the first meeting of the Working Group on the Silk Routes Region took place. Several Silk Routes countries participated in the Budapest Process for the first time. Based on the priorities shared by the participants, the first draft of a strategic work plan for the Silk Routes Region was developed.
