Working Group Meetings

Location: Belgrade, Serbia

The 9^th working group meeting dealt with the second priority area of the Istanbul Ministerial Declaration, namely to “support the integration of migrants and counteract phenomena of discrimination, racism and xenophobia”. In addition, the meeting dealt with the integration and the reintegration of returning migrants, which is covered both under the third priority area of the Declaration “migration and development” and the fourth priority area “irregular migration”.

Location: Tehran, Iran

The meeting dealt with the sixth priority area of the Istanbul Ministerial Declaration on a Silk Routes Partnership for Migration, namely international protection.

Many countries in the region are among the main refugee hosting countries. In addition, the current refugee influx towards Europe is putting additional pressure on both countries of origin and destination. Against this background, the objective of this meeting was– through exchange of information, experience, good practices and know-how – to establish priorities for the concrete operational and technical implementation of the Silk Routes Partnership in the field of international protection.

Location: Dhaka, Bangladesh

Description: The purpose of the Budapest Process Working Group on the Silk Routes Region was to address specific thematic issues of importance for the Silk Routes Region. During the period (2014-2016) the meetings of this Working Group are held in support of the project "Silk Routes Partnership Project" and will deal in this period with the six thematic priority areas established through the Istanbul Ministerial Declaration on a Silk Routes Partnership for Migration. The purpose is - through exchange of information, experience, best practices and know-how - to establish priorities for implementation of the Silk Routes Partnership in this field. The meeting will also be used to take stock of progress of the above mentioned project and developments in the Silk Routes countries. This meeting will deal with the third priority area namely to “strengthen the positive impact of migration on development, both in countries of origin and of destination”.

Location: Islamabad, Pakistan

Description: The purpose of the Budapest Process Working Group on the Silk Routes Region is to address specific thematic issues of importance for the Silk Routes Region. During the period (2014-2016) the meetings of this Working Group are held in support of the project "Support to the Silk Routes Partnership for Migration under the Budapest Process". The Working Group will in this period deal with the six thematic priority areas established through the Istanbul Ministerial Declaration on a Silk Routes Partnership for Migration. The purpose is - through exchange of information, experience, best practices and know-how - to establish priorities for implementation of the Silk Routes Partnership in this field. The meeting will also be used to take stock of progress of the above-mentioned project and developments in the Silk Routes countries. This meeting will deal with the fourth and fifth priority areas namely to

- “Prevent and counteract irregular migration, facilitate return and readmission of irregular migrants, and combat criminal networks involved in smuggling of migrants” and to

- “Prevent and combat trafficking in persons, address its root causes and provide adequate protection and support to trafficked persons”.

Location: Sofia, Bulgaria

Description: The purpose of the 4th meeting of the Budapest Process (BP) Working Group on the Black Sea region was to share experiences and good practices on the theme ’effects of crisis on migration management’. The meeting explored the topic from pre-crisis to post-crisis management, including prevention, protection, combating migration related crime, durable solutions and integration. The meeting provided opportunities for participants to exchange experiences and best practice from the Black Sea region and all BP participating countries, especially the countries from the Silk Routes region.

Location: Dushanbe, Tajikistan

Description: During the period (2014-2016) the meetings of this Working Group are held in support of the project "Support to the Silk Routes Partnership for Migration under the Budapest Process". The Working Group will in this period deal with the six thematic priority areas established through the Istanbul Ministerial Declaration on a Silk Routes Partnership for Migration. This meeting dealt with the first priority area namely Migration and Mobility, more specifically labour migration and protection of migrant workers. The purpose was - through exchange of information, experience, best practices and know-how - to establish priorities for implementation of the Silk Routes Partnership in this field. The meeting was also used to take stock of progress of the abovementioned project and developments in the Silk Routes countries.

Location: Budapest, Hungary

Description: The purpose of the 14th meeting of the Budapest Process (BP) Working Group on the South East European region was, in line with the Multi-Annual Strategy of the Budapest Process, to provide follow-up to the last meeting of this Working Group in 2012, where in particular the establishment of an action plan on mixed migration flows through the region was envisaged. Based on the concrete conclusions from the previous meeting and further consultations a proposal for a Silk Routes Partnership cooperation framework for the South East European Region was discussed at the meeting, especially with regards to needs and expectations of the stakeholders. Following the establishment of the Silk Routes Partnership for Migration the main focus was cooperation between the South East Europe and Silk Routes Regions.

Location: Islamabad, Pakistan

Description: The 4th meeting of the Budapest Process Working Group on the Silk Routes Region constituted at the same time the  final  intergovernmental  meeting  within  the  framework  of  the  project  on  “Fostering Cooperation in the Area of Migration with and in the Silk Routes Region” implemented under the umbrella of the Budapest Process.The meeting consisted of three main parts: Presentation of results of the Silk Routes I project, The way forward -  regional perspective of the multi-annual strategy for the Budapest Process and presentations on Migration management structures in the Silk Routes countries as well as in donor countries.

Description: The objective of the third working group meeting on the Black Sea Region was to investigate links between regular and irregular migration in the Black Sea Regiion, approaching the topic from four different angles; "Irregular migration, recent trends in the Black Sea Region", "Labour migration in the Blak Sea Region", "Channels for legal migration and mobility in the Black Sea Region including misuse of such channels" as well as "The role of administrative procedures and secure documents".

Date: 28 - 29 June 2012

Location: Tbilisi, Georgia

Description: This expert-level meeting, titled “Migration and Development in the Silk Routes Region”, focused on how to maximise the development benefits of migration from the perspective of the Silk Routes countries. More specifically, the meeting focused on how the Silk Routes countries factor labour migration aspects into the development planning of their countries and how its economic and social impact can be assessed. The topic was dealt with against the background of the special challenges related to large migration movements within and from the region. Both state and non-state actors of relevance for these discussions were engaged.
